We were delighted to welcome Luke Murphy MP to our Basingstoke nursery to launch his new report, “SEND Crisis Report – Voices from Basingstoke to Westminster: Lessons for SEND Reform.”
Published: 20 Jan 2026
The report highlights the vital role that inclusive early years settings play in supporting children’s development and giving them the best possible start in life.
Our Basingstoke nursery is featured in the report as a case study of best practice, highlighting our inclusive approach bringing disabled and non-disabled children together to play, learn, grow, and thrive.
The report also showcases our Navigator model, demonstrating how it could be incorporated by Family Hubs to better provide vital, practical support for families navigating SEND. This model reflects what families consistently tell us they need: clear guidance, joined-up services and support that is accessible early, rather than when families reach crisis point.
Local parents played a crucial role in shaping the report’s findings, sharing their lived experiences through ministerial roundtables organised by Luke. Their voices sit at the heart of the report and illustrate the challenges many families face navigating the current SEND system.
We’re pleased that many of the report’s recommendations closely align with our own, including:

We are proud to have hosted the launch of this important report and to help amplify the voices and experiences of local families whose stories deserve to be heard. We hope this helps inform the Government’s upcoming SEND reforms, ensuring children and young people with SEND, and their families receive the support they are entitled to, and that will enable them to thrive.
