Promoting Inclusion


We work to improve the information available to parents and carers of disabled children and young people, as well as those professionals who work alongside them. Our recent work includes:

  • Making it Personal - Providing direct advice and information to parents (and commissioners) particularly regarding direct payments/personal budgets.
  • Best Practice for Schools - Creating an attitude of inclusion, provide examples of best practice and professional guidance to support schools.
  • Developing Keyworking Approaches - Developing key-working in relation to personalisation of services.


Making it Personal

Using learning from pilots managed by KIDS, and our partners' work with 40 local authorities implementing personal budgets and experience of challenging and supporting commissioners we:

  • Created a handbook for parents and (supported by elearning) train parents in managing direct payments/personal budgets.
  • Created parallel guidance and training for commissioners.

Gathered case studies from, and cascaded all the above to families and to disabled people’s networks. 


We achived the following objectives:

  • Sharing case studies which encourage parents to use direct payments/personal budgets and explain what Individual or Personal Budgets are and how they can work and be used.
  • Producing easily accessible and understandable guidance, tools and eLearning for parents to aid them in using direct payments/personal budgets.
  • Promoting the guidance and tools and eLearning directly to families.
  • Producing complementary guidance for Commissioners
  • Through the above, encouraging an increase in parents of disabled children using direct payments/personal budgets – particularly those who have not taken them up before such as low income families.

The Parents Handbook and Commissioners Guidance are both now available to download and use.

The work was then expanded into two further phases. MIP2 which has now been complete and the third phase, MIP3, which is on-going. 


Best Practice for Schools

Using the expertise of KIDS network of four Parent Partnerships, SEN Mediation services for 30 local authorities and experience of supporting 12 Academies, we created impairment specific guidance on the policies and practices necessary to include disabled students. KIDS’ guidance will be based on the social model of disability.  

Using KIDS' existing bank of data on working with schools and academies we identified what are the most frequent difficulties faced by schools working to include disabled students and which impairments these difficulties are linked with. Based on this we then created an on line toolkit using an eLearning approach that provides impairment specific guidance on the policies and practices necessary to include disabled students.

This can be accessed through KIDS' eLearning suite.


Developing Keyworking Approaches

This was a one-year project supporting the effective delivery of early Support and Key Working for a wider age-range, feeding into the new national programme led by the Early Support Trust.

Working with CCNUK using our combined expertise and experience of the development of key working and personalisation of services for families with disabled children, particularly those on low incomes we:

  • Developed a key working approach for children 6-13, integrating this into the wider context, bearing in mind these families will have had no experience of having a key worker and ensuring a smooth transition using the Early Support methodology (report);
  • Reviewed the existing resources for Early Support programmes;
  • Audited the capacity of current Early Support trainers; and
  • Considered and made recommendations for training needs when working with all ages up to 19 years.


The entire ‘Delivering Inclusion’ programme was externally evaluated by SQW.
